International experience of human capital development (on the example of OECD countries)

Abstract

The development of the leading countries of the world led to the formation of a new economy –
economy of knowledge, innovations, global information systems, new technologies and venture business.
The basis of the new economy is human capital, which is the main driving force for the socioeconomic
development of modern society.
Changing the human capital, transforming it from the underlying factor into a fundamental production
and social factor development, has led to a new paradigm of development.
Within the new development paradigm of countries and the world community, human capital took
the leading place in national wealth (up to 80% in developed countries, according to research).
The President of Kazakhstan, Nursultan Nazarbayev, on January 27, 2012, outlines a one-to-one
strategic direction and tasked with the government - this is the creation of education in the Republic,
with the promotion of competitiveness in the oblasts and education.
The article deals with the basic concepts of human capital in the interpretation of different authors,
describes the experience and shortcomings of the formation and development of human capital in the
countries of the Organization for Economic Cooperation and Development.
