Estimation of the level of knowledge-based economy development at the macrolevel

Abstract

In the article the level of knowledge based economy development in Kazakhstan is estimated. The research papers of The World bank, UN divisions serve as methodology. In the article the systems of indicators that are used by these organizations with the sources of data for the calculation are presented. The obtained results allow to identify the strengths and weaknesses of knowledge development, reserves its acceleration, to outline vector of direction of state effort on knowledge-based economy formation. Discrepancies of results of estimation with different methods – Kazakhstan 73 out of 146 countries, 3 out of 29 and 95 out of 192 respectively according to the methods of The World Bank, The United Nations Economic Commission for Europe and The United Nations Department of Economic and Social Affairs are identifi ed and reasoned. In general the results of researches illustrate unsatisfactory level of knowledge development and indicate about necessity for elaboration and implementation of an effective policy of knowledge-based economy building in the country, reformation of education, science and high technology sectors.
