Abstract

The paper considers and analyzes the system of selection and career advancement of civil servants Britain. The State Service of Great Britain performs practical and administrative work of the government. In the study, the experience of the Britain it was found that the administrative reform had a positive impact on key elements of the public service system: the system of selection of civil servants has become more competitive and effectively functioning system of promotion on merit. Studying the experience of selection of civil servants showed that in the Britain there are 4 of its main stages: analysis of the position and its description, recruitment, selection and hiring. Career advancement of civil servants is based on the Britain career system with elements of position. Go to the positional system for promoting public service allows for a more flexible tools to promote the principles of the private sector. In conclusion, on the basis of the study authors provided their proposals for civil service of Kazakhstan.
