Abstract

The authors conducted a research of theoretical approaches to the assessment
of the effectiveness of the national innovation system of Kazakhstan.
Achieve the development of competitive advantages of Kazakhstan’s economy
in the long-term can only on the basis of the transition to an innovative economy.
A modern innovative economy as a fundamental base of development
forms a national innovation system (NIS), the functioning of which is based on
the genesis of innovation as a non-uniform, non-linear and multi-faceted process.
In world practice, used a significant number of indicators that assess the
level of development of NIS and its individual elements. The indicators that describe
the results of its operation: evaluation of human capital, NTP indicators,
intellectual capital and other market indicators. The evaluation of the innovation
system should include an evaluation of all stages of the innovation cycle and
relationships which arising between NIS subjects in the process of innovation.
System of effectiveness indicators of innovation system not only takes into account
national peculiarities of its formation, it also should provide international
comparisons. This system includes both aggregate indicators and private indicators,
which allows us to not only allocate trends of the development of the
innovation system as a whole, and its individual components.
